China opens MVNO market
On 15 April 2014, the Chinese Ministry of Industry and Information Technology proclaimed a ‘”Pilot Operation of Value-added Telecommunications Business by Foreign Investors in the China (Shanghai) Pilot Free Trade Zone (the “Pilot Operation”)”. The Ministry of Industry and Information Technology authorized the Shanghai Communications Administration to review and decide whether to approve an application. The maximum review time has been set at 60 days, which greatly reduces the time it currently takes. The type of value-added telecommunications service and the percentage of investment that the foreign investors are allowed to hold are subject to further regulation by the Ministry.
